What gives?

He can. He just doesn't want to. Didn't you know? God likes evil.

Actually, to be fair to Satan... Here's some evidence that Satan is the significantly lesser evil of the two:

So basically the war between god and satan is being played out by the imaginary little guys on my shoulders?

Talk about a zero sum game, eh?  No matter which one of those bastards win I'm going to lose something.
I am the Infantry. I am my country’s strength in war, her deterrent in peace. I am the heart of the fight… wherever, whenever. I carry America’s faith and honor against her enemies. I am the Queen of Battle. I am what my country expects me to be, the best trained Soldier in the world. In the race for victory, I am swift, determined, and courageous, armed with a fierce will to win. Never will I fail my country’s trust. Always I fight on…through the foe, to the objective, to triumph overall. If necessary, I will fight to my death. By my steadfast courage, I have won more than 200 years of freedom. I yield not to weakness, to hunger, to cowardice, to fatigue, to superior odds, For I am mentally tough, physically strong, and morally straight. I forsake not, my country, my mission, my comrades, my sacred duty. I am relentless. I am always there, now and forever. I AM THE INFANTRY! FOLLOW ME!

Why is everyone always going on and on about Stan?  No matter what Stan did, I'm sure it couldn't have been all that bad.  I just don't understand all this hatred of Stan.

Didn't really think about it that deeply.  I was just picturing of the little characters depicted in some cartoons.  Conscience can just refer to our capacity -however it may function- to decide what matters.

Some religious conceptions of "conscience" sure do seem convoluted.

-and all the lollipops I totally want to steal from babies in strollers or the moral high ground I occupy on account of not stealing lollipops from babies in strollers!

It's all very conflicting.

God doesn't kill Satan because he needs a fall guy.

Who else would Christians and Jews and Muslims have to blame on bad things, if not for Satan?  They'd have to blame God.  They can't do that!  It'd interrupt their blowjob session with him.
"Tradition" is just a word people use to make themselves feel better about being an asshole.
