He is making sure the military has loyalists so that he has their support if he declares the election to be invalid. This is how many dictators through history have taken over from democracies.
Sometimes, the forms are preserved (the Senate under the Roman emperors, for example). Sometimes, elections are held. But no 'disloyal' candidates are allowed and some votes are declared 'illegal' simply because they are against the exalted leader.

That little 100% psychotic performance is called, accurately, 'induced' psychosomatic state, and in this case this psychopath used a very convincing fake excessive laughter. Similar to the so-called Pseudobulbar affect, but it is induced in "weak" victims by psychopaths.

They might be able to credibly expect that the president of the united states will actually pay them, or the government - but not private citizen donald trump. They know better.
