That's our entire market. You're right about not being able to cash in on that hustle for very long, though, at least in my experience. I've started three operations like this in different states at different times and the most profitable year in every case has been the first, with the exception of the second, which just failed spectacularly before it really began. Entirely backwards for the overall industry. We joke about needing to move every seven years to keep our income stable. Ultimately, losing our market share is a success condition for us - but we're not independent operators selling skirts out our trunk. It's fair to say that we're an extension of the state.

I get the impression that Ahriman thinks he make a go of it by selling Dolce & Gabbana goods at Joe’s Stuff and Such prices. Ain’t happening.

If your intention is to do good by the implausible notion of bankrupting yourself by saving people money on high-end goods, it would be much easier to cut out that step and just bankrupt yourself by giving out cash.
