Couldn't a biological male dress up as a woman, put on a wig, high heels and just go into a women's bathroom?
No one would be able to tell if it was a man.

Frankly, a sufficiently determined rapist wouldn't even have to do that. Unless there's some weird technology in women's bathrooms I've never heard of before (beyond something like the tampon dispensers), there's nothing (beyond, say, social norms) preventing a man not even bothering to present as female from just walking into those restrooms and taking what they want. 

Also worth noting, if you're worried if allowing trans women to use the girls' room opens up the door for predators to take advantage of a loophole, I'd like to point out that the closest thing I've ever seen to a woman getting sexually assaulted IRL, it was actually a cis woman doing it. That possibility was always there.
