You need a healthy economy to maintain a big war for years. He wants to declare victory before the economy collapses and takes his regime down with it. I think that will happen even if the war gets settled, because they owe everyone and the barking grandma money, and who will want to invest in such an arbitrary system? Some but not many is my bet.

It's a dumb idea because you can't force anyone to surrender until they themselves feel the costs outweigh the benefits. History is check-to-jowl with examples of people with munitions expressing their displeasure with governments in a variety of noisy ways.
