What he means is Jesus and his disciples would heal the sick by passing out pipes. This would help alleviate symptoms, not necessarily curing, but it would help. The blind man said "I was blind, but now I see". He just really means that his inner soul was opened up after he received his pipe. He was still blind, but at happy. We all just want to be happy.

I haven't worked out what Jesus is yet, but I don't think it was a literal person.
Plutarch, who wrote Luke-Acts, came from the Nazarenes/Essenes. The society called their teachings the 'Nazarene Way' NOT the 'Nazarene Way of Jesus'. Their rival, Paul, makes it clear that there was no real life person called Jesus because he was preaching his own doctrine which was about a spiritual Jesus. The pipe is just used as a spiritual tool; what is smoked does not matter, as the act of smoking as a ritual is no different than yoga or meditation. All are good for the soul.
