At a very basic level it is, but you aren't texting specific people, you are texting anyone who happens to be listening, which can be people who follow your tweets, bots that scape texts that have certain words in them, or even people doing a search on something.

I agree with Tim O'Reilly's statement: "Try Twitter for 30 days, actually using it, playing around with it, finding out as much as you can about it. If you still don't 'get' Twitter after that, it's not for you."
I started out a bit confused about why it was so popular, and then I "found" Twitter, how to use it properly, how to interact with people, etc.

Me too. I need to find a good use for it is all. I have Google emailing me news stories for my town for example.
