Both. Chaos does not imply randomness.
Further, randomness does not imply chaos.
Radioactive decay is random at the atomic level, but it is not chaotic at the macro scale - it is utterly predictable.

hmm... chaos theory.... did you know that some computer codes use a chaotic system to generate pseudo-random numbers?
A small perturbation of the seed condition, results in a large change on the outcome.
But the exact same seed results in the same outcome, always!
Turbulent systems, on the other hand.... are truly crazy!

Right after the Big Bang, the universe had a monstrous growth-spurt called inflation. The whole thing was over in less than a trillionth of a trillionth of a second, i know the mind can not grasp that speed. No scientist can comprehend just how quick that is.
That is exactly how you would expect the universe to react if :-
(Genesis 1:3) God said, “Let there be light,” and there was light.
There are a lot of unbelievable stories in the bible, but the universe is full of mystery and unbelievable stories and unproven "theories" too.
I honestly used to be a strict atheist and thought religion was absolute ludacris and people were just brainwashed. I have actually come to realise that God is the only thing that makes sense.

Call me a cynic, but someone with the username "Believer" making a beeline for a week-dead thread just to toss down an "I used to be an atheist, but then..." post filled with sub-kindergarten-level theology doesn't pass the sniff test for me. Hate to tell you, but:
1. There was no light at the time of inflation. There wouldn't be for another 300,000 years before it becomes possible for light to exist.
2. Scientists do comprehend it better than theists can comprehend anything at all. You see, they comprehend it well enough to specifically predict what it had done before looking. Where did your idiotic bible predict accurately and specificalky what it should have already known, much less what it did not yet know?
