This is speaking of the Sabbath under the new covenant.

That interpretation is wrong, Look at the scripture again.

Obviously the entire passage deals with some local social/political issue that the priest class was pissed off about and so they trotted out their bible bullshit to call down hellfire on the malefactors.

It's shit. Just like the rest of the bible.

It is real simple.
They refused what was written (line upon line).
So God sent them enemies they could not understand BECAUSE they, (being in a covenant which they broke) refused the rest of obedience which would have been theirs by being lawful and obedient.
That which was written became a judgment.
A good lesson for America.

Let me explain in detail

In this scripture he is saying that he will give knowledge of his word to babes (the unlearned)
At that time Jesus answered and said, I thank thee, O Father, Lord of heaven and earth, because thou hast hid these things from the wise and prudent, and hast revealed them unto babes.- Matthew 11:25

"Precept upon Precept" could basically be interpreted as "scripture upon scripture", in other words scripture must be according to scripture, it can't contradict.

Keep in mind that these people were ignorant and unlearned (couldn't read or write), yet everyone heard them in their own language.

This is the rest (sabbath) Jesus spoke about (the gift of the holy spirit), which is why we no longer observe the sabbath as the Jews do.

Come unto me, all ye that labour and are heavy laden, and I will give you rest. Take my yoke upon you, and learn of me; for I am meek and lowly in heart: and ye shall find rest unto your souls. - Matthew 11:28-29

This is saying the word of God is written in a way that confuses those unworthy of it.
