I don't think even with domestic crime we do enough to create economic and emotional stability.

I think I see where that abject terror comes from.  You have an over-active imagination.

We -do- "have that option" with citizens. There are tons of laws about what we can do to citizens in the name of protecting ourselves from terror. Meanwhile, there's nothing in our immigration laws which say "if we think that someday you may have a child and that child might be a terrorist" with regards to criteria for refusal.
