Zimbabwe penalties for poaching (which is what the scumbag is charged with) are stiffer than for most governments but it's mainly fines which rise in accordance to the level of endangerment of the species the scumbag poached. Seems quite reasonable to me. Now if I set the penalties for poaching, those would probably be seen as unreasonable by the average person.
Only two things are infinite, the universe and human stupidity, and I'm not sure about the former.
