Charlie Rangel introduced such a bill in Bush the Dumber's second term knowing full-well that the republicunts would never pass it because it did not exempt their kids.
You know, I actually vaguely remember that. I guess according to Cijin though, that 15 term Democratic congressman with a purple heart, bronze star and a law degree who was a civil rights lawyer is a 'fucking idiot.'
