I'm not an atheist soldier, you know. If someone feels comfortable believing, I'm the last one trying to convert them. I'm only against radicals, all the others don't concern me as much as a fly buzzing around my face.
So, there is no strategy, as far as moderates are concerned.
Then there's no strategy at all.
Without the moderates, there would be no Islam. There would only be a cult compound of a small number of nutcases, akin to the Davidians or the Jim Jones following.
The moderates may not support terrorism directly but they enable it indirectly. You're not going to reach the radicals. They're mentally gone. It's the moderates who need to be persuaded to abandon religion.
