It looks like a vote leave extremist did it. People get worked up about the silliest things.
The unconfirmed report is that he yelled "Britain First," which is both a PRO-Brexit (edited for error) slogan and the name of a small very-right-wing political group. I don't think it's irresponsible to reproduce this here, inasmuch as reputable news agencies are noting both that there are reports of this and that it remains unconfirmed. For what it's worth, the political group has released a statement noting that it's not certain he did yell that, and completely disclaiming the attack and the fellow.
