I know who he is talking about as all imams have been briefed on exactly what to say.
Bottom line is their religion condones such action as it is one of the 3 path all Muslims have to take in front of them. They can no more invalidate the Jihadist path than their own as Mo-hammy said all three are needed inorder for islam to be viable.
So the carfully word their PA's and hope you fill in the blanks with your own identification of evil.
Granted in their faith they are allowed to lie (when all other avenues have been exhausted) but to date not one active imam has openly identified and condemned anything identified as a jihad/terrorist attack.
