Let's say you own land. and you want to build a house on 'your land.' Are you so foolish to think that you can just build whatever you want without having to answer to a 'higher power?' in your case that higher power being the zoning commission and code enforcement. (You can not build a house on land that you own unless you have the proper permits from zonning and code enforcement or the government will tear it down.)
Like wise Satan does not have full authority over what he 'owns' He must still (per the story of Job and his own interactions with Christ) must yield to what ever the will of God is.
I'm sorry, but you're wrong, and your explanation comes dangerously close to blaming God for not being more restrictive with his first son, the Devil. God doesn't involve himself in our lives because he cares about our free will. He wants us to make our own choices. He got involved in the past and ended up regretting it, because people then didn't have as much freedom. But the devil simply does what he likes, because he doesn't care.
Have you ever read the book of Job? Because it seems to kinda contradict your world view.
