Could be, but we name ships all the time the same way, with the names of old ships.
The point is Kaga is the name of a historic Japanese province. In japanese naval tradition, significant historic place names are reserved for battleships, not destroyers. As in the battleship Yamato. Both the imperial Japanese navy and the current Japanese maritime self defense force have hitherto adhered to the standard practice of naming destroyers after poetical weather phenomenons. So a destroyer might be named autumn rain, or snowy wind. (Don't ask). But by naming the current Kaga this way, it makes the classification of ship, 3 times larger than any other destroyer ever built, as a destroyer even more of a farce.
Incidentally, the last Kaga was a battleship that was converted to a carrier and sank at Midway.
But also keep in mind the Russian navy's full fledged carrier Admiral Kutnezov, all 65,000 tons and 3 times larger than any other cruiser, is also classified as a cruiser, because otherwise she would be ineligible to transit the Bosporus straits under the terms of a treaty between Russia and turkey. But in the case of this Russia carrier/cruiser, although she is clearly a carrier, she also carries a full cruiser's armament and sensor suite. So calling he a cruiser is slightly less ridiculous. Also, she has a traditional Russian cruiser name.
