It's a naked statue with a purposely small penis.
Most of them are, purposely or otherwise....which is a fact that becomes apparent when you get more than the three foot of distance between your own penis and your eyes...for example..by stepping back and looking at a statue.
I mean, I'm looking at that statue and honestly...I've seen alot of similar peen. Besides, there appears to be a correlation between how small it is flacid, and it;s relative enormity when gorged. The low hung dong is usually not much bigger when erect.
I also have to mention...that at least the statue has man-sized (frankly, enormous) hands......
