The private prisons won;t even -break ground- on construction unless they;re allowed to generously overcrowd their own prisons. They actually get states to agree.in a legally binding way..to that. Whereas for the government it is a limit that when it is reached, we go to extraordinary lengths to ameliorate that problem...such as considering funding a private, for profit prison. Apparently, that money would have been better spent developing the public (which is to say government operated) prison system. A bunk is a bunk...we can build boxes too.
