It's scary enough on its own principle, not to mention how it could be corrupted with agendas and biases of the people in power.
It's the same thing we're already doing, except it would be more efficient. Instead of locking someone up after they commit a crime, you prevent the crime, discover why the crime was going to be made, and solve the problem.
Even with you mind controlled hell of a society, you have still not addressed the root cause. You have only buried in pile care bear band-aids.
