Once again. Did you actually watch the footage? Did you perceive it as threatening? Hands in the air for about 30 seconds, back turned towards the cops. If it gave them pause, plenty of time to rush him before he even reached that car. Then he put his hands on the roof for another 5 seconds at the very least before putting them in his pockets.

Dude again, @ 12 when I was given instructions to shoot 3 men if my dad shot, the only thing going through my mind was wait for the shot, wait for the shot first you, then you, then the fat guy, wait for the shot, wait for the shoot, first you, then you, then the fat guy.... I had to go over my orders of engaugement over and over and over, because my instint was to run, but I needed to be there backing my dad. So I stuck with what I was told to do. If anyone had shot i would have at least tried to kill 3 guys in the right order. would have probably stopped after than and ran.
Likewise this woman went over her orders of engagement over and over in her mind. (there is room for nothing else) The man was a threat right off because her training told her he was high on a drug that could give him a temporary immunity to bullets and superhuman strength. so yeah she was probable crapping her pants. Then dude would not comply that is one of the order of engagement satisfied, then dudes hand went to his pocket, second order satisfied she is probably thinking I am in the clear to shoot this guy now, better wait to see the gun then BANG (the guy standing next to her discharges a tazer) and before she can think she squeezed off a round. Why because her mental saftys have been released because of this moron's actions leading upto that point.
Again as far as whether or not she was right or wrong that is for a jury/JUSTICE to decide not me.
