The officer did NOT ask him to step him to step away from his vehicle, as is protocol when dealing with actual suspect. THEN the officer proceeded to ask "Can I see your license, please?". The man simply went to retrieve his license as the officer requested; He complied. This guy wasn't being arrested or questioned as a suspect for an actual crime. He was asked to produce documentation for ticketable offense.
"Dove" is a word the officer chose to use, because he knew he'd fucked up. He was grasping at straws at that point.

Was he fuck!! At the speed he moved his body towards the car, it presented 2 scenarios to the police officer:
1. Either he was going to produce a weapon, as most people do when they live in fear of attack in their daily lives. It happens in Russia nearly everyday where guns/baseball bats and crowbars have been seen in road rage incidents on youtube.
2. Or he was trying to get away.
In this instance, the way he "dove", into the car gave me the impression that he had something to hide. Remember, if you have nothing to hide, as a citizen, you comply by saying "sure thing officer", and then move to the car in a calm and relaxed manner.

Groubert is a proven LIAR. It's indisputable.
That's why he plead guilty, and is now insisting that he overreacted as a result of PTSD.
