Which one you (the policeman on their tails) chase after is a question of many variables, to be decided on the spur of the moment with zero hesitation.
Hopefully you have a radio and can inform the rest of the officers what happened as you run. Hopefully you haven't eaten so many doughnuts that you can't run very fast

yeah, I assumed there are the same chances of catching the murderer as there are of catching the thief.
There cannot be unless the thief is too a murderer and the murderer too a thief, and they exact in all ways of identity to the point one wonders why you designate one a murderer and not the other..
