That's not true. Neither of Rico's parents were in the military. They were rich business owners who didn't want him to enlist. Then the bugs dropped a rock on them.
Honestly, the Starship Troopers "universe" was probably in much better shape than ours would be if we were dealing with an alien invasion. They didn't even have conscription.
They paid for it... they definitely paid to have children in that setting. But you are correct.
One of the female cadets said "I joined because I want babies..its easier to get a permit if you are a citizen (militry service)".
You could also do civil service as well.
