I think the OP is meant to be a parody of the "not all men" rebuttal to certain feminist rhetoric. He may assume that most of us would find that an to be an invalid retort there and therefore expose a double standard in us. I, personally, do find it to be a perfectly valid retort though, both there and here.
Anyway, blacks in the US over-represent people that live in poverty in the US. Poverty and crime are birds of a feather. I would argue, then, that those statistics are what they are because it represents poverty, and not because it represents blacks.
