Dayton citizens "mistook" a mentally handicapped teenager's speech impediment for "disrespect," so they Tasered, pepper-sprayed and beat him and called for more people to pursue the teen, upward of 20 other citizens, after the boy rode his bicycle home to ask his mother for help, the boy's mom says.
How far under the jail would those civilians be, after media, advocates for handicap rights and protections, the ACLU and of course the police, were finished with them?
In a perfect world those cops would be arrested, tried on the same charges as would any civilian, and if found guilty in a court of law, sentenced the same as any civilian.
However, this is not a perfect world.
Though it is more and more appearing to be a police State. Perhaps one day civilians will realize they can buy pepper spray and Taser's too. As we the voyeurs and watchers of such abuse, will almost always in the moment outnumber these kind of cops.
