Law is funny. It's not about what people can do. People can do damn near anything that can be done. Law then says you can't. But you can. Law says it will hurt you for it. Hence the black and grey markets

Civilians are funny. All of them soldiers for their countries. Unless they are your soldiers in their country. That is called infiltration, and it is a very very valuable tool for crushing your enemies.
