Since I have no interest to talk to this arsehole further and need to work, I'll leave this explanation by Carroll here in which he mentions Hawking. See, the problem with Hawking as a science popularizer is that he rarely draws a clear line between explaining the scientific consensus and promoting his ideas. In this case, the Hartle+Hawking paper is one proposal among many. It may be right, but things can be quite different.
