Racism

So in my state almost all youngsters usually have motorcycles. I wouldn't say all or even most but a fair amount of said youngsters either didn't have a license or wouldn't wear a helmet, which is obviously against our law. Anyway, there are random checking by police along roads. They will stand beside the road and would ask you to pull over if they find you are not wearing a helmet or look young/suspicious that you wouldn't have a license. About 20-30% of the youngies *wouldn't* pull over, they will speed away either because of fear of a hefty fine or other reasons. The usual protocol *used* to be the police chasing after these kids in their cars, 80-85% of the time the kids get scared, does something stupid and ended up dead. This obviously raised some eyebrows and we passed a law banning police from chasing after kids, instead they could write down the number plate and send the fine through post.

So why I said this is I know that in America lots of blacks get killed by cops shot down by guns and a lot of cops would beat up a black kid given the chance and nobody would find out, I don't know why this is the case but your govt. have done nothing to put a stop to this. It is scientifically proven blacks on average have higher testosterone not that this should excuse them from their crimes but still, if this was the case in my country certain laws would've definitely been passed to put a stop to such deaths. I donno, when I look at our govt. I feel like they are doing things for us well I mean that's the obvious outcome because we *are* the government but when I look at how the law treats non-whites/minorities in America, I don't know, something just feels off, it's either because they(the majority vote) don't actually care or ..

Is there a source on that claim about testosterone? I always like to know a claim that could be construed as extremely racist or other -ist is at least provisionally substantiated. Also that kind of thing tends to be bandied about a little too overconfidently by theists when they're either lying or just plain wrong, so I never want to take that kind of thing at face value no matter who's saying it.
