Not really. They never intended a first strike in the first place, just to show an increasingly belligerent US* that they now had nukes and could deliver them a serious distance, to Guam, say. Once that was done, there really was no point stoking the flames further.
You see while both the US and DPRK are both lead by evil bastards, the Korean bastard has a certain level of intelligence and enough self-awareness to pull back from the very brink.
*A belligerent US whose foreign policy for the last fifteen years was "find a non western country with weak defences and antiquated arms, and invade".
US foreign policy is to indulge in wishful thinking about the direct consequence of muscular bullying actions, while refusing to recognize the possibility of any unintended consequences, then throw a tantrum when unintended consequence comes home to roost.
I think it is no exaggeration to say not a single elective American military intervention, or overt and covert regime change efforts since 2001, has produced its desired direct result, or has failed to lead to unintended consequences many times worse for the US than the results it did achieve.
