That doesn't mean he is not racist.  You can think the children of the inferior race as being adorable but as adults they should still keep their place.   Beside, he was probably put up to doing this by some minion named Kelly standing behind him in his Chariot holding a laurel over his orange head while whispering into his ear "impeachment".

It does also suggest that he is rather creepy.  But we have known that well already.
