I'm not certain the founding Fathers envisioned the mass production of small, concealable weapons dedicated to anti-Human actions when all they had to work with was large hunting rifles of many purposes.
And I'm reasonably certain they wanted citizens to have access to any arms the government was able to field, so as to be able to maintain a balance between civilian & government strength of force. Aside from defense of the nation, that was the entire point to the 2nd Amendment.
