Well, don't be too down on that idea there.
It ain't that far from an apparently actual movement to establish an independent (from the US) California, and it would be set up as an apartheid state, essentially populated entirely by non-Caucasians as a permanent under-class, and they would be governed entirely by Silicon Valley entrepreneurs/billionaires, and the Hollywood elite.
I know it sounds a little outré, but the proposal is garnering some support and not inducing rioting in the 'target' populations, so it appears kinda sorta viable to a degree. (I should probably have put in the word 'astonishingly' in there, but I'm too tired to go back now)
It would be an interesting socio-politico engineering experiment, but I'd like to think the (to me at least) odious nature of most apartheid states would hopefully nix the proposal in the bud.
