Hard to imagine that it wouldn't have something to do with him. It might not be a directive straight from the man himself, but clearly from whoever he put in charge.
CDC and FDA are both under HHS. FDA has said that it received no such guidance.
"Hard to imagine" and an unnamed policy analyst aren't terribly convincing.
