It's a testament to the social construct of race, actually: an Alabama (I believe it was Alabama) state court ruled in the early 20th century that Italians were as black as the blackest negro and thus should not have the right to vote.
We act like that's always been the ideal we're working towards...and yes...we have a spotty and sometimes horrific history but we seek to make progress from that point, learning from our mistakes...to make the america that is more closely reflective of the america that could be.
-and then...there's the rest of us. Those who don't do that, don't want to do that, and have to be dragged along kicking and screaming the entire way.
