I have never heard anyone say "evolution says that X is right or wrong."
Many of us would say that evolution gave us the morals we already have. Such as certain behaviors giving survival advantages, thus making humans (and sometimes animals) prone to these behaviors more likely to survive to pass on their genes.
But as FAF said Atheists don't base their morals off of evolution. In that we don't say evolution tells us to do this or that. It's a pretty big distinction.
