It looks like a bunch of power crazed medeveal narcissists doing whatever they feel like, violating the rules they set for everyone else, but its really part of some master plan so slow that even thousands of years later we don't get the genius of it.

When they are out in the open leading openly, they have to act according to the laws they set out for humans.
Otherwise, when they are hidden from the public, they become Agents of God, doing commands that we aren't allowed to implement lacking for the foresight and wisdom of God.
