We have to push people towards a choice. Society has to come to terms on how we honor relationships if we do so at all. And I believe the best path is monogamy marriage between a man and a woman, unless, there is extreme circumstances (too many widows for example many orphans needing to be taken care of), it should be what society enjoins.
If we let it be whatever thinks they should do, than, we are letting desires rule us, and that can have many consequences.
People can be living together 2 man and 2 women, or 3 men and 3 women or any combination, and we can call it "marriage" between all of them...
Also, I would say the natural disposition is man and woman are attracted to each other, and if someone has alternate, they are being attacked by magic, and from my paradigm, they should be aware that is what is happening and society should not make it worse, by telling such a person, they are that way and there is nothing they can do about it.
All the same, we punish because of the consequences the choice leads toward, not for the choice itself. You've yet to establish such consequences.
If the choices are not in and of themselves immoral, we incentivize the good behavior, not punish the bad.
