Yes, the tallest building in the world is in Dubai, but it was designed by an American architects and engineers and project managed and constructed by South Korean engineers.
it is true the problem isn't their inability to build planes. The problem is Islam teaches them the solution to their not being able to build planes isn’t to uncover and address the social economic problems that stands in the way so they too can build planes. Instead it is to imagine a heaven that can be reached by taking planes built by other people and flying them into buildings designed and built by those who also built the planes.
