Meditation or prayer, if you're going by crime rates then it clearly isn't quite as effective as all that: Total crimes (most recent) by country.
As you can see, the US (arguably the most religious western nation) is by far the clear front-runner, with almost twice the number of crimes of the UK (a secular yet nominally xtian nation). Can you cite the source for the "lower crime rates" claim, please? It should be easy enough if it's so well-documented.

I would also like to reiterate that it takes concentrated group meditation to focus on one particular area, such as Washington.
it's not like people in our current day society are turned onto this "meditation to lower the crime rate". And sure, correlation doesn't mean causation. Regardless, that is HIGHLY coincidental and such a lowering of the crime rate is not heard of. I don't know what other logical conclusions you could possibly come to, with these results.
