Would it? I've already said It wouldn't have stopped the Holocaust, but that doesn't mean it would have been the same. Things might have been different if Germany had started slaughtering Jews in the streets in 1933. More might have been motivated to try to get out early. The US might not have turned away ship loads of Jewish refugees and sent them back to Europe to die. More could have lived. Less could have died. We don't know if it would have been the same or not.
