Which ones the ones who bought and moved them across the sea and even if they couldn't by slaves from Africans they would not have been above catching them themselves .

Sure, but context matters. If you say, "black people should blame black people for slavery," it sounds like all black people should be held responsible for slavery, which is obviously ludicrous. The same goes for blaming all white people. People who keep and sell slaves are the only people to blame.

And the governments that passed  laws allowing it and the oppression that followed 

Sure, weak people who turned a blind eye can shoulder some of that, but they aren't so much at fault as they are complicit.

I disagree complicity before moral evil is just as bad
