I agree, weird indeed. Seems they are just simply trying to cover their asses. However, I doubt this would be enforced fairly anyways. I mean Facebook is so fucking useless in this department. I quit using Facebook on my phone becuase 1) it wastes space, and 2) I really dislike Facebook and don't want them tracking me. I think the OP has a point though with outsourcing the censoring of free speech to big tech companies. However, I wonder if anyone foresaw this back when Facebook was first catching fire in 2009.
