As faster responders will probably elucidate.
Innitially when one joins a forum. they are asked to register.
On this forum should ones behaviour be deemed deliterious they will have their account 'Locked' and will no longer be able to participate.
This doesn't stop certain na'er do wells from toddling off and registering under new accounts.
However.... the powers that be have ways of discerning such things and said misanthropes are summarily banned again.
