I think my fav version of that exhortation comes from machiavelli, but I can't recall the exact quote for the life of me.
Something about not doing every terrible thing in your power to an enemy, because they'll one day be your ally, lol. Combine that with the notion that you should never commit a small injury, and you get a pretty solid bit of advice on not hitting some guy back when he punches you. That would be foolish and impulsive. You wait for years, destroy his entire family and take his lands....but you let him keep his house.
That way you still have something to take from him, and on the other end he can imagine that you at least let him keep his house. The realpolitik of loving thy enemy at work, lol.
