Yes, God knew that they nor anyone else could build a tower that would reach heaven. You could travel throughout the universe and not reach heaven. Go back and read the story again and see if you can find the truth in the passage. Hint it's not God who looks like an idiot.
God loves those who believe and those who do not and the same goes for me, you have no choice in this matter. That puts the matter of total free will to rest.
