I am not taking that out of context.
NOBODY wants anyone to treat cops as the enemy! But THE BLACK NEIGHBOR, is certainly going to think twice next time knowing he wasn't accusing her of a crime, but wanted cops to check out and make sure a crime was not being committed against her which is what a welfare check is.
Sure as hell sounds like you are saying, "shit happens, but if we don't let that shit happen, nobody will want to be cops."

Well, cases like this one doesn't help the law enforcement reputation over there. He should be punished for his crime or there is a law that allows cops over there to shoot first and ask questions later? The cop could have stayed behind cover and yell "This is the police!, Identify yourself!".
You need training for that?
Well, the ignorant right would argue we didn't see the entire tape, and a gun was found in the house.
I've heard noises outside my house at night not knowing what they were. If the TV is on, which from reports which claim they were playing video games, even if someone had knocked on the door or said, "police", that background noise could have confused her.
I don't see any excuse for what he did. But if one wants to give him benefit of the doubt, it still amounts to our current climate of fear first, shoot first, which is a horrible climate.
