It doesn't work for the majority of people. Unless you only count white men, which I'm guessing you do.
Poverty of blacks and latinos is their own problem. They can't make their own countries rich and can't succeed in a country that provides best opportunities in the world for everyone. America shouldn't sacrifice it's economic growth in the name of people who won't succeed no matter what government does for them.
