Lizardboy claims to have been a US Navy Chief - a senior NCO. They don't give that rank to ignorant twats.
For him to ask if Michigan's laws would be applicable in other states would show an ignorance of US government that would be unacceptable to such a high rank.
Therefore we can assume he is either lying about having been an NCO or he was asking a misleading question for some other purpose.
