Cap laws don't require gun safes. Like I said, they're very permissive.
There's every reason to secure either the gun or the ammo, legally. I had a safe, I secure the ammo. The guns I buy usually come with trigger locks, my favorites also have cables and hammer keys. Any of these things...any of them, satisfy cap laws. I have them all because it's something on my mind as a dad and, frankly, the shit comes in the box by default. The Wife's family were never gun owners - it helps her and them feel better, too. Rightly so, they feel better because I've taken simple and reasonable precautions which are required by law so that the likelihood of my guns "going off" and hitting a kid are effectively nil...while any accident that could still (improbably) occur won't leave my children wards of the state.
A combo lock on a plastic tacklebox full of rounds satisfies cap laws. It's very easy to do, satisfying the legal minimum for gun safety in a house full of kids. That's why there's no excuse not to do it.
